                   A RESOLUTION AUTHORIZING THE TEMPORARY
                   CLOSING OF A PORTION OF VINE STREET AREA
                   MORE PARTICULARLY DESCRIBED HEREIN ON
                   WEDNESDAY, MARCH 4, 1992 FOR THE
                   PRESENTATION OF THE "UTC STUDENT RALLY"
                   UNDER THE SPONSORSHIP OF THE STUDENT
                   GOVERNMENT ASSOCIATION OF THE UNIVERSITY OF
                   TENNESSEE AT CHATTANOOGA.
                  
                  
                                                    
                  
                  
       	    	 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
       CHATTANOOGA, TENNESSEE, That there be and is hereby authorized 
the
       temporary closing of Vine Street between Lansing Street and
       Palmetto Street on Wednesday, March 4, 1992 from 11:00 A.M. to
       1:00 P.M. for the "UTC Student Rally" sponsored by the University 

       of Tennessee at Chattanooga Student Government Association.  The
       sponsors shall provide, install and remove barricades, road 
closed
       and detour signs in accordance with the traffic control plan
       attached hereto and shall provide a lane for emergency vehicles 
at
       all times.
